Community Conversation: A Transparent Dialogue on the Future of Local Healthcare
May 28, 2026
On Monday evening, William Newton Hospital hosted an intimate community gathering at the Winfield Public Library. While it was a small gathering of 26 individuals, the size allowed for a candid and productive dialogue about the future of healthcare in the greater Cowley County region.
Hospital leadership joined local residents to pull back the curtain on the complex macroeconomic challenges facing rural hospitals across the nation, while also listening closely to the deeply personal concerns of our community members.
For those who were unable to attend, we have published the full presentation materials and an FAQ document online.

A Sincere Thank You to Our Partners
An event like this requires a village, and WNH extends its heartfelt gratitude to the local organizations and individuals who stepped up to support this dialogue:
- Tabitha Hogan and the Winfield Public Library team for providing the perfect venue and technical support for the evening.
- K-State Research & Extension's Sitter Solutions for providing complimentary onsite childcare, ensuring that local parents and young families could comfortably attend and have their voices heard.
- Cowley College Student Patrol for volunteering their help with logistics.
The Pressing Questions
The heart of the meeting was an open Q&A session. We want to share a few of the critical topics raised and how WNH is actively addressing them:
Labor & Delivery "Up-Time" Due to Diversions: We discussed how a nationwide shortage of specialized providers—specifically certified registered nurse anesthetists (CRNAs) and OB/GYN physicians—means that if a gap hits our call rotation, we cannot legally or ethically admit laboring patients without guaranteed emergency surgical backup. Diversion is a temporary safety valve used to protect patients and recruitment is underway to stabilize this rotation.
Access to Female OB/GYN Providers: One concern voiced was the current lack of a female OB/GYN physician practicing within Cowley County. WNH leadership hears this feedback loud and clear. Having choices in your provider is vital to patient comfort, and expanding our regional network to diversify our clinical team is a top priority in our ongoing recruitment strategies.
Insurance Coverage for Young Families: Questions were raised about whether WNH accepts the specific commercial insurance plans and managed care programs common to younger households in our area. We want to reassure the community that WNH partners with a broad range of major commercial insurance networks, and we encourage any family with questions to reach out to our billing office to confirm coverage.
Maternal Mortality Rates Among African American Mothers: One of the most sobering moments of the evening centered on the documented national disparities in maternal healthcare, specifically the higher death rate among African American mothers during childbirth. At WNH, patient safety is an absolute, non-negotiable metric. We are committed to ongoing clinical training, strict adherence to evidence-based safety bundles, and fostering an environment where every single patient is heard, respected, and kept safe.
Medicaid Expansion: The conversation also turned to broader policy, discussing how Kansas hospital tracking data shows that 79% of rural Kansas hospitals are operating at a financial loss, leaving 63% at risk of closing. Attendees discussed how Medicaid expansion could serve as a critical financial lifeline for rural facilities across the state by reducing uncompensated care burdens.
Critical Safety Reminders for Our Families
As we navigate these regional staffing challenges together, hospital leadership and our clinical staff want to reinforce four vital safety pillars for all area families:
- Stay in Close Contact: Please maintain consistent, open communication with your primary OB provider regarding your ongoing care and delivery plan.
- After-Hours: If a concern arises outside of clinic hours, do not hesitate to contact the doctor on call.
- Our ER is Always Open and Ready for You: Our Emergency Room is fully staffed and operational 24/7. It serves as our community’s medical safety net. If you are experiencing a medical emergency, come straight to the WNH ER.
- OB Nursing Always On-Site: WNH always maintains a trained, specialized OB nurse on-site 24/7 to provide immediate care and assessment, regardless of our unit's temporary diversion status.
Thank you again to the community members who gave up their evening to talk face-to-face with us. Your voices are shaping how we build a stronger, more sustainable William Newton Hospital. If you have any remaining questions, concerns, or personal feedback following this community meeting, please contact our Administration office directly at 620-221-2300.
